14 technical services officers being appointed to KAS
JAMMU: State Cabinet, which is meeting under the chairmanship of Chief Minister, Omar Abdullah tomorrow morning, will discuss the report of Cabinet Sub-Committee (CSC) on the return of the power projects to the State and future strategy to be adopted to ensure that taping of available power potential provides optimum benefit to the State and its people.
The Cabinet Sub-Committee headed by Minister for Finance, Abdul Rahim Rather, which was mandated to look into various issues arising from the terms and conditions between State and the Union Government and entrustment of hydro electric projects in the State to the Central agencies, had six meetings since June 1, 2011 before finalizing its recommendations, official sources told EXCELSIOR.
"The Committee, which had exhaustive analysis of the available record, has recommended return of Salal and Uri projects to the State after the payment of depreciated cost, sources said, adding "before making recommendations the Committee examined in detail how and who had allowed the violation of the order and subsequent approval to only 12 percent share of power from the projects".
"As per the report of the Cabinet Sub-Committee, the State was entitled to 50 percent of power generated from the projects besides 50 percent share on the returns over selling of remaining power by NHPC", sources said, adding "moreover, as per the Union Power Ministry communication ahead of construction of 690 MW Salal power project over Chenab river in district Reasi, ownership of the project was required to be reverted to the State Government after a suitable period on payment of depreciated cost".
However, none of the terms were ever implemented, sources regretted.
In its detailed report, the Committee has mentioned that the matter needs to be taken up with the Centre very carefully, sources said, adding the Committee has also stressed the need to evolve a mechanism of monitoring at the level of Development Commissioner of Power so that report on monthly basis comes to the Government with regard to the implementation of mutually agreed terms and conditions in respect of all the hydro electric projects.
Meanwhile, Cabinet will accord approval to the appointment of 14 officers of the technical services to the Jammu and Kashmir Administrative Service (KAS).
"The General Administration Department is placing the memorandum regarding appointment of 14 officers of technical services to the Time Scale of the Jammu and Kashmir Administrative Service against the vacancies of 2007 and 2008", sources said.
These officers are Dr Mohammad Sharief (Sheep Husbandry), Dr Waseem Qureshi (Health and Medical Education), Syed Haneef Balkhi (Higher Education), Inam-ul-Haq Siddiqui (Planning and Development), Sajid Yehaya Naqash (Planning and Development), Dr Rajinder Kumar Khajuria (Animal Husbandry), Dr Tahir Firdous Dutta (Animal Husbandry), Fayaz Ahmed Lone (Finance), Dr Ravi Kumar Bharti (Health and Medical Education), Mushtaq Ahmed Rather (Finance), Showkat Mehmood (Finance), Vishal Sharma (Finance), Dr Des Raj Bhagat (Health) and Shabir Ahmad Raina (Industries and Commerce—Geology and Mining).
