Calif. recommends first-ever gasoline exception

California air quality regulators recommended Chevron Corp. be granted a first-ever exception to strict state requirements that allow only the sale of special clean-burning gasoline. A potential shortage of the super-clean gasoline was enough of a public threat to make an exception to the regulations, staff of the California Air Resources Board said in a preliminary recommendation that a waiver be granted allowing Chevron to sell conventional gasoline.
