Can't help Goa on SEZs, says Centre

The Digamber Kamat-led Goa Government will have to consesually get their way out with the SEZ promoters in the State. The Union Commerce Ministry has said that they cannot offer much help for the State Government to denotify three notified SEZs in the State. The letter came as a blow to the State Government which is currently reeling under severe political pressure to save its existence. State chief secretary JP Singh said that the Government has received such a letter and we will take the stand within a couple of days after thorough discussion on the issue. The Commerce Ministry's refusal to denotify these three SEZs has come as a tough challenge for the State Government who will now have to take a stand on the issue within two weeks. The pressure from the judiciary is also high on the State Government as SEZ developers have already filed petitions in the high court against stop orders issued to them. Incidently, Goa Bench of Bombay High Court, which heard the matter today gave two weeks to the State Government to decide on the stop work order issued by them to all the three notified industrial enclaves proposed in different parts of Goa. The State Government under immense public and political pressure had decided to scrap 12 SEZs on December 31 last year, which were at different stages of approval and notification while three were referred to the union board of approval under the Commerce Ministry to take final stand. The letter dashed to the State Government, which was presented before the high court this morning says that those SEZs which are not approved can be scrapped while in case of those approved but not notified can be served show cause notice as to why their permission should not be cancelled. The State Government is in a piquant situation over the issue of notified SEZs which include 304-acre spread Meditab Specialities Pvt Ltd (pharma), Peninsula Pharma Research Centre Pvt Ltd, 20.36 hactares (R&D centre biotech park) and K Raheja Corporation Pvt Ltd, 107.17 hectares (IT/ITES). "The State Government including the Chief Minister will meet and take appropriate decision on the issue. We will take formal stand within couple of days," Singh said. Goa SEZ issue had attained crucial height during the new year celebrations last year when anti-SEZ protestors threatened to disrupt celebrations asking tourists to stay away from Goa. This had led to massive cut down on the tourist inflow in this state which receives 24 lakh tourists annually and is chock a block during new year eve.
