The cost effective and less polluting mode of cargo transportation using the waterways has the potential to become a "dynamic sector" of growth in attracting private investment and creating employment avenues if backed by a comprehensive commodity transport plan. Such a plan, according to D.T. Joseph, Secretary to the Union Ministry of Shipping, should be an offshoot of a "coordinated and integrated transport policy" that seeks to strike a synergy between the various modes of transportation, namely air, sea, rail and road.
