CDA prepares SOP for solid waste management

The Capital Development Authority (CDA) on the recommendations of Federal Ombudsman Javed Sadiq Malik has prepared Standard Operating Procedure (SOP) for sanitation and solid waste management. The CDA board has approved the SOP developed by the Directorate of Sanitation, according to a press release issued on Tuesday. The SOP is aimed at improving sanitation and solid waste management by establishing a framework for an organised and effective operation on daily basis. The implementation of the ombudsman recommendations are intended to deliver public health benefits to citizens. The ombudsman had reviewed the CDA's legal framework in detail and found the existing sanitation operation inadequate. The review said the CDA failure to convert the civic body's laws and regulations into SOP amounted to negligence and inefficiency and thus fell within the definitions of mal-administration as given in article 2 (ii) of President's order No 1 of 1983. As part of a new approach to assist federal agencies to address system failures that lead to recurrent public grievances, the ombudsman's offices shared guidelines for developing the SOP. In conformity with the guidelines of the ombudsman office, the SOP divides the city into operational zones and sectors, establishes teams for each zone and sector and assigns clear responsibilities. staff report
