Census may exclude questions on fertility

The Census 2011 is expected to do away with the questions on "age at marriage" and "fertility". The question on "number of married couples having independent room for sleeping" can also be out. These questions have "posed challenges" at the time of data collection in terms of eliciting a clear response from informants, the Union home ministry has been informed. Other questions that might not figure in the 2011 Census are, "travel to place of work" and "households engaged in cultivation /plantation". While the questions relating to a woman's fertility status are being excluded citing reasons of the launch of the Annual Health Survey from July 2008 onwards. Ques tions related to family's engagement in cultivation is proposed to be excluded stating that a "gap in understanding" erupted after the 2001 census regarding "the persons who were non-cultivators as well as the main or marginal worker, and yet did limited cultivation". The organisation, under the home ministry, responsible for generating data on population statistics, including Vital Statistics and Census, has realised the above proposals as the strategy evolved for the 2011 Census of India, which will come up for discussion when the registrar-general meets Union home minister Shivraj Patil this week. The new questions likely to be put up before citizens during the 2011 Census beginning February 2-28, 2011 are "availability of mobile telephones and computers" in the households as well as Piped Natural Gas (PNG) in the code structure of cooking fuel. Further, the question on latrine availability within the premises has been modified to include information on "night soil lifted by scavengers".
