The Central government will frame earthquake and flood guidelines by Decemberend as part of the proposed National Disaster Management (NDM) policy to prevent damage to life and property in natural calamities. The draft NDM policy was put forward for discussion here on Friday and the final document will be presented to Prime Minister Manmohan Singh next month for a Cabinet approval. The policy, the first in the country, will be in place by January.
