The Haryana Cabinet, which met in Chandigarh, under the chairmanship of Chief Minister Om Prakash Chautala, decided that in-case of a large number of landowners executing an agreement with a private land-developer for setting up a colony, full payment of external development charges, service charges and 100 per cent bank guarantee of internal development works initially valid for five years would be taken before a grant of license. The decision has been taken to safeguard the public interest. However, it would be made applicable in case of those private land-developers, who apply to the Town and Country Planning Department to obtain a license for the first time.
