The state of affairs, wherein the prices of water and diesel are almost on par, has come about because of the government's policy of heavily subsidising diesel. While diesel is still mistakenly seen by many as a less polluting fuel, its high sulphur content affects human health. It generates small particulate matter. The low diesel prices rest on the assumption that it is the 'poor man's fuel', used largely for transportation.
