China announced details Tuesday of plans to restructure government departments, including the creation of a special ministry to tackle the country's huge environmental problems, such as air and water pollution. The scheme also includes the creation of a commission to coordinate energy policy as China struggles to produce enough power to keep up with the rapid growth of its economy.
