SILCHAR, July 17: Kagaj Kal Mazdoor Union and Kagaj Kal Thikadar Sramik Union under the banner of CITU today brought out rally from the union office and after moving through the mill premises assembled before the administrative head quarters and raised slogans in support of their various demands and decried the mismanagement of the mill. Surajit Ghose, general secretary of Sramik Union said, "the present crisis of the mill is the outcome of ill-conceived planning.' "We have two point charter of demands which include immediate steps for overcoming bamboo crisis and to ensure security of jobs to workers,' pointed out Ghose. "The mill with the capacity of 1 lakh metric ton of writing and printing paper per annum now produces half of its capacity. Of the two machines, one has to be shut down due to paucity of bamboos. The production is down to 150-160 mt per day as against 300 mt daily,' he further said. The mill consumes 2, 50,000 ADMT bamboos per annum which are met from North Cachar Hills, Mizoram and Tripura. The supply of bamboos has been affected due to bureaucratic wranglings, restricted load capacity on the MG Silchar-Lumding Hills section as well as insurgency related problem. The rally has brought into focus these problems and prevailed over the administration to streamline the supply of bamboos and optimise production. It may be mentioned that the Rs 384.89 crore mill which went on commercial production in April 1988 has been hit by crisis in the past also. This time the crisis, according to an insider, is deep rooted and calls for deeper probe in order to rectify the malady. It is really surprising that the Rs 500 crore plan of the UPA Government under National Common Minimum Programme for modernisation and restructuring of the public sector undertaking should fail to be on the right tract. The Board of Public Sector Enterprises set up for comprehensive financial, operational, technological and organisational restructuring has also failed to put the mill on full steam.
