The Union urban development ministry's decision on regularisation of alterations in DDA flats is not exactly a "new year" gift. It's not so much a larger dwelling area as it is a strain on ground water resources of the city since most of DDA flats, that the development body still has control over, fall in the "dark zone" or the areas notified "critical" by the Central Ground Water Authority. According to the Centre for Science and Environment, regularisation of more alterations will mean that it will be extremely difficult to take up rooftop rainwater harvesting projects.
