The emission check regime for automobiles in Chennai, launched with fanfare to create a pollution-free city, has virtually gone up in smoke. On the contrary a rising tide of noxious fumes threatens to make Chennai a gas chamber, and those who set up the emission test centres with a big investment, have been left nursing the wounds of bad investments.
