SILCHAR: The exploitation of environment by man is nothing new. This has reached its nadir in the 20th century all over the world. Man exploits natural resources, plants and trees but substitutes nothing to maintain balance. The environmental backlash of humanity for its own advancement and natural destruction has landed it in a fix as the planet’s, ocean, forest and atmosphere are in trouble. This has been brought out quite glaringly by Madhumita Dhar Sarkar, Department of Law, Assam University, Silchar, in her well researched paper contributed during the international conference on global ecosystems, biodiversity and environmental sustainability in the 21st century organized by the Department of Ecology and Environmental Science of the University.
The study says there is no disputing the fact that something desperately needs to be done about the planet earth. The level of green house gases is increasing at the rate of 2 per cent annually. A total of 13.7 million hectares of greenary are being wiped out every year. By 2020, the study warns two thirds of world’s population will experience moderate to severe water scarcity. Madhumita Dhar Sarkar refers to the 1992 Rio-de-Janeiro conference in which two important resolutions were taken. The first one was on climate change and second was related to biological diversity.
The resolution on climate change put an obligation on every nation to take effective steps to reduce the emission of green house gases in order to protect the earth and its atmosphere from global warming. Reference was also made to the World Climate Conference of 1997 at Kyoto in Japan where a historical accord was signed by the participating countries for cut in emission of green house gases in the next millennium to save the earth from global warming.
The study focused on the bare fact that there was wide gap between the resolutions taken and their implementation. With particular reference to India, the policy frame work and its achievement have been at variance with each other. Looking at the rapid industrialization in the country, it has been suggested in the paper that the best practices have to be adopted to reduce the emission of green house gases. One of these areas will be the inclusion of wider use of agricultural land protection of greenery and forest areas in order to offset the green house gases.
The climate change and global warming have begun to play adversely with biodiversity around the world. According to a report, the temperature of earth has increased by one degree Celsius every century and this is accelerating. This is a matter of serious concern. The links between biodiversity and climate change run both ways. By proper management of biodiversity, the adverse impact of climate change can be reversed. But, the way the humans have caused biodiversity loss through the destruction of habitants can not but call for integrated approach and synergy of policy framework and implementation of the protective measures on the ground. If the nations fail to take note of the drastic destruction of nature and its wealth, a catastrophe can not be ruled out.
