Clinton struggles to save test-ban treaty

With the Senate poised to reject a nuclear test-ban treaty as early as today, President Bill Clinton formally asked for a postponement yesterday, preferring inaction to the rejection of a pact he considers an administration priority. While some senators welcomed the request as an effort to break a political impasse, Republican leaders also want assurances that the Comprehensive Test Ban Treaty won't surface again before 2001.
