New Delhi Signs Pact With Bogota To Facilitate ONGC, OIL, Gail & RIL To Acquire Oil & Gas Assets Our Bureau NEW DELHI INDIA has strengthened its ties with the fifth-largest oil-producing country, Colombia, by signing an agreement that would facilitate public sector ONGC and Oil India (OIL) to acquire oil and gas assets in that country. Colombia has also invited Indian companies, including Gail (India) and Reliance Industries (RIL), to invest in its refining sector. Gail, which has an understanding with RIL to jointly set up a petrochemical plant in a third country, is considering Colombia as a potential investment destination. It is learnt from official sources that domestic companies expressed their interests in Colombian hydrocarbon sector during talks with visiting Colombian minister of energy & mines Hernan Martinez.
