Concern over diversion of forest land

Campaign for Survival Dignity, which played a key role in enactment of historic Forest Rights Act, 2006, accused the State government of haphazardly giving community forest rights titles over the forest. “While more than 35,000 villages of 50, 000 villages in the State are eligible to get community forest rights titles over their forest, by December 2013, forest rights of only 4,973 villages have been recognised,” alleged Gopinath Majhi, convenor of CSD, Odisha. The forum also expressed concern over alleged diversion of hundreds hectares of forestland for mining and industries to both private and public companies without following the FRA and other environmental laws.
“The irregularities were aptly pointed out by M. B. Shah Commission of Enquiry in its report. Of the 192 mining leases of iron and manganese ores in the State, 130 lessees were found to be defaulters,” Mr. Majhi said.
“The district administrations who are supposed to implement FRA and recognise forest rights of the community are engaged in facilitating diversion of forestland holding false gram sabhas and collecting signatures of the ignorant community people, he alleged. He further alleged that forged signatures of the members of the gram sabhas were being collected by the government officials for sake of complying provisions of FRA 2006.
The forum urged Odisha government to recover Rs.60,000 crore from the miners as per the recommendations of Shah Commission.
