Congress dares BJD to debate Polavaram

BHUBANESWAR: The Opposition Congress yesterday dared the ruling BJD to bring a motion in the Assembly on the controversial Polavaram irrigation project for a full-fledged discussion. ''Do not try to give an impression that the BJD is only concerned for the State,'' remarked Leader of Opposition Bhupinder Singh as several members of the ruling party accused the Centre of favouring Andhra Pradesh by according National Project status to Polavaram when the matter is pending before the Supreme Court. Asserting that the Congress is equally opposed to the height of the Polavaram dam, Singh said the BJD should not be under the impression that it is the only party opposing the project. Even the Congress MPs from Andhra Pradesh are opposed to the height of the dam and they have taken up the matter with the Centre. Alleging that the ruling BJD is trying to politicise each and every issue by blaming the Centre, Singh asked the ruling party to bring a White Paper on the alleged Central negligence to the State. The Opposition is ready to discuss the socalled Central apathy and negligence to the State, he added. Supporting the demand for a House committee on Polavaram, Congress Chief Whip Prasad Harichandan alleged that the ruling party members were only beating around the bush. While many states, including Maharashtra and Madhya Pradesh, are opposed to the project since 1950, it was the Janata Dal Government in the State which signed an agreement in 1978 favouring the construction of the project. There are many things to be discussed on Polavaram. Let the Government bring a motion or resolution on Polavaram and the alleged Central negligence to the State for discussion or else the Opposition will bring an adjournment motion on the issue, he said. Raising the Polavaram issue through a point of order during Zero Hour, Sanjay Kumar Dasbarma (BJD) pleaded with the members to pass a resolution against the Andhra Pradesh Government for violating the Supreme Court order. While Orissa submitted a panel of experts to the apex court to study the impact of the irrigation project on the neighbouring states, Andhra Pradesh did not submit the names of three experts as directed by the court. Describing the Central Water Commission as Congress water commission, ruling BJD member Ashok Panda said the UPA Government had failed to play the role of adjudicator in a federal structure. The Centre by granting National Project status to Polavaram has favoured Andhra Pradesh. The people of the State will not tolerate the Congressled UPA Government for its apathy to the State, he cautioned.
