Construction Ministry plans urban bicycle-path network

The Construction Ministry plans to create a network of bicycle paths in major cities of Japan to promote the use of bicycles in a review of current traffic policy that centers on vehicles, ministry sources said Monday. The ministry is to allocate budgets starting from fiscal 2000 to build exclusive paths for bicycles, which is modeled after a program in Paris. The plan is expected to entail partial changes to existing roads, sources said. They added that the ministry is also considering limiting the hours vehicles can use roads and obliging companies to provide bicycle parking lots.
