The manner in which a recent exercise to identify the below poverty lien (BPL) population has been carried out has given rise to the impression that the West Bengal Government would like to underplay urban poverty. Not satisfied with setting the poverty line at more than 24 per cent below that accepted by the Planning Commission, the state government has instructed officials to also limit the percentage of the urban BPL population.
