Council passes irrigation bill

The Legislative Council today passed the Karnataka Irrigation (Amendment) Bill, 2003, in addition to the Karnataka Ground Water (Regulation for Protection of Sources of Drinking Water) Bill, 1999 and the Karnataka Land Reforms (Amendment) Bill, 2003, which the Legislative Assembly had approved earlier. The Karnataka Irrigation (Amendment) Bill, 2003 seeks "to ensure that the benefits of irrigation accrue to the original land owner by preventing sale or lease, to a limited extent, of the land by him in favour of any other person' and proposes to restrict partially, the transfer of such land for a limited period, not exceeding 10 years from a date to be specified by a notification by the Chief Engineer in charge of the irrigation work.
