The Delhi high court on Tuesday ruled that the authorities should issue a seven-day notice to erring vehicles owners before fining them for not keeping the pollution level under prescribed emission limits. The order will apply only to vehicles having pollution under control certificates. The authorities will be free to challan vehicles which do not have any such certificates.
