Expressing displeasure at the delay in enacting legislation for protection of trees in the non-forest areas of West Bengal, the Division Bench of the Chief Justice MR AK Mathur and Mr Justice JK Biswas of Calcutta High Court observed that it was a matter of shame that the government had no control over its environment department.
