Cycle-rickshaw is considered an economical and comfortable medium of transport for the common man in small as well as big cities. But there are 15 districts in the state where cycle-rickshaws are not prevalent either due to geographical conditions or congested population. These include such big cities as Bhopal and Indore and smaller ones like Raisen, Harda, Shajapur etc. These figures have come to light in recent surveys conducted by civic bodies. The surveys were conducted in the wake of the panchayat of cycle-rickshaw and handcart pullers convened by Chief Minister Shivraj Singh Chouhan at the end of the last year. The objective of the surveys was to identify such workers and extend them loans and subsidies under Swarn Jayanti Shahri Rozgar Yojana for purchasing their own cycle-rickshaw or handcart. As many as 14,666 beneficiaries got registered themselves in 35 out of 50 districts showing intention to purchase their own cycle-rickshaws. The concerning civic bodies have issued them identity cards. So far, loan cases of 4000 such rickshaw pullers have been sent the banks out of which 2103 beneficiaries were provided rickshaws. Rs four thousand was provided to every beneficiary as subsidy while loan to the Rs 6 thousand was also provided. Now, these beneficiaries have become owners of their own rickshaws and have stopped taking the vehicles on rent. According to Urban Administration and Development Department, efforts are being made to provide bank loans to all the registered cycle-rickshaw pullers numbering about 15 thousand. As per the surveys, maximum 4796 rickshaw-pullers are in Jabalpur followed by 1071 in Rewa. The 15 districts where no rickshaw-puller has got himself registered include Sheopur, Shivpuri, Ashok Nagar, Bhopal, Raisen, Harda, Indore, Khargone, Ratlam, Dewas, Nimach, Shajapur and Dindori.
