The Delhi government Authority appears to be putting the cart before the horse, when it concerns water. It has in its jurisdiction parks, fountains and even a lake, but all sans water. Take the district park in Hauz Khas which is the largest one built by the horticulture department of the DDA. The lake, however does not contain a single drop of water. Residents of the area, some of whom have been staying in the vicinity for over 20 years, said they had never seen the lake in its 'true form'.
