Auto makers have made a lot of noise about clean car technology for the new millennium. Now the industry must decide whether to roll out cleaner cars this year using technology that could have been on the road two years ago. Whether consumers-in the U.S. at least-will get cleaner cars starting with the 1999 model year could be decided within a few weeks, depending on how the U.S. Environmental Protection Agency, the auto makers and state regulators end their five year old bureaucratic war.
