A study report has suggested to the Karnataka State government that water be declared as essential commodity and its wastage be considered an offence to ensure its optimal use during the summer months. The Bangalore Water Supply & Sewerage Board (BWSSB) could arrange for sale of potable water in sachets at subsidised prices, the report added.
