Despite the government's pledge to stop deforestation, timber smuggling across the border and the government's haphazard planning and ineffective policies are leading to the destruction of forests. According to a World Bank Report (1979-1991), deforestation in Nepal has increased at the rate of 1.3 percent each year in the past 12 years.
