Delayed monsoon hits PMCs green drive

Pune, July 27 After a long gap, the monsoon has made its reappearance in the city, but its delay has hit the ambitious "Green Pune campaign' of the Pune Municipal Corporation. During the campaign, the PMC had planned to plant 1.85 lakh saplings.
"The campaign was planned keeping in mind the entire monsoon season, but the poor rainfall in the first half of the season has hampered the Green Pune campaign,' civic tree officer Balasaheb Jagzap told this paper on Sunday. He said the survival of trees is maximum during the monsoon and the drive was planned keeping that in mind.
Though the rain has restarted, Jagzap said there is least possibility of the PMC achieving its target of planting 1.85 lakh saplings now. "The fear is that saplings will not survive if the rain does not last long,' he said.
"We might not be able to achieve the set target, but would intensify the plantation drive as the rainfall has resumed,' said Ashok Ghorpade, deputy garden superintendent (tree).
If not for other area, he said the plantation drive was necessary for roadsides with the Commonwealth Youth Games round the corner and the PMC would ensure that the trees survive by watering them through tankers.
Ghorpade said the campaign was also set to get a push with the Art of Living members from all over the city joining hands with the PMC along with other NGOs and private companies.
"The members of Art of Living spread across the city have started helping the PMC with its campaign from July 26 and have assured full cooperation,' he added. The PMC has undertaken the plantation drive at Pashan lake, Katraj lake and Taljai hill, Ghorpade said.
Tasneem Balasinorwala, member of Pune Tree Authority and coordinator of Pune Tree Watch, expressed concern over the announced campaign saying the plan for campaign by involving public participation is yet to receive momentum. "The idea was to rope in maximum number of citizens, but nothing much has been achieved so far through the campaign,' she said.
Meanwhile, the efforts of the Pune Tree Authority members in making the civic administration table the proposals of tree cutting within the stipulated time has started showing results. The administration has tabled 106 fresh proposals of tree cutting for discussion in the schedule July 30 meeting.
"All the proposals seeking permission for tree cutting tabled in the PTA meeting are fresh proposals,' Jagzap said, adding the pending proposals have been cleared and the administration has decided to address the tree cutting application immediately as the delay of more than 60 days as per the Tree Act is considered as an approval to the proposal.
"There had been a delay of more than 30 days in conducting the meeting, Jagzap said the administration would ensure there would not be such delay as it hampers the work.
The PTA, in its last meeting, had raised objections over the civic administration tabling proposals of tree cutting after the trees were cut due to failure of taking decision within the stipulated time of 60 days.
