Prime Minister Atal Behari Vajpayee, stressed the need of the human angle in developmental activities in the city and said that Delhi should be recognised as one of the best capitals in the world. Speaking at a function Mr Vajpayee said the third Master Plan for Delhi was being prepared and recently its guidelines had been issued.
