The Delhi Jal Board (DJB) admitted that water leakage did occur through its pipes during supply and distribution, but it could not ascertain the percentage of water loss in the process. In an affidavit filed recently in the Delhi High Court, the DJB said, "It is correct that water is lost during supply and distribution because of leakage and pilferage. However, the exact percentage of the quantity of water loss is difficult to ascertain.'
