People, administration are equally culpable This is heartening to note that the world famous Dal lake, after public outcry and environmentalists' serious concern, is able to get at least some attention of the authorities concerned towards its conservation. Yet at the same time this is very distressing that other water bodies in different parts of the state have been totally ignored by the helmsmen. Situation is ditto in the Valley as well as in Jammu where majority of the water bodies have become the victims of despicable apathy on the part of both the administration as well as the people. Total absence of maintenance of the water bodies of all kinds viz., rivers, lakes, ponds (whatever existing), springs, wells has turned them into garbage dumping stations. Given this disregard vis-
