The Pak Moon dam could not be decommissioned without affecting people living upstream and compromising Thailand's energy supply, Egat assistant governor Subhin Panyamag said yesterday.He also said that opening the spillways would cause flashfloods in areas below the dam since reservoirs were replenished by recent downpours and water runoffs from the Rasi Salai dam in Si Sa Ket.
