Endosulfan relief cell effective, court told

The Endosulfan Victims Relief and Remediation Cell has been functioning effectively in Kasaragod district, an affidavit filed by the State government in the Kerala High Court said. The affidavit was filed in response to a petition seeking a directive to the government to take follow-up actions on the welfare and rehabilitation measures of endosulfan victims. Petitioner B.C Kumaran of Kasaragod said that though the government issued an order forming the district-level cell on October 15, 2011, there had not been any follow-up action. The petitioner alleged that the Centre had not provided any funds for giving compensation to the victims. The State submitted that the cell had been conducting monthly meetings. The cell had five separate committees for health, education, social welfare, agriculture, and civil supplies. Specialist medical camps were also organised and the list of victims categorised into three — bed-ridden patients, not bed-ridden but needs help of care takers for daily activities, and other patients. Meanwhile, the National Human Rights Commission had given direction to pay compensation to the completely bed-ridden, mentally retarded, and other disabled patients. Hence, the patients in all the lists had to be re-categorised and have been submitted by the DMO. The government said it was ready to award the compensation as suggested by the National Human Rights Commission. The commission had recommended a compensation of Rs.5 lakh each to the dependents of those who had died as well as to those who had been bedridden due to exposure to endosulfan. The commission had also recommended a compensation of Rs.3 lakh each to those who suffered severe injuries. The government submitted that measures such as free ration, medical treatment, etc. had been provided to endosulfan victims.
