Environ issue: Wild Orissa submits memo to HLC

The Wild Orissa, an organisation working in the field of wildlife conservation, has submitted a memorandum to the High-Level Committee (HLC) formed by the Union Government to review certain environmental laws, appealing to it to ensure environmental stability and maintenance of ecological balance, including atmospheric equilibrium which is vital for sustenance of all life forms, human, animal and plant.
Firstly, the organisation appealed to the committee to ensure a new statutory authority viz. National Elephant Conservation Authority to be established through an amendment of the Wildlife (Protection) Act with administrative powers and legal backing to ensure elephant conservation, besides urging for early legislation of Wildlife (Amendment) Protection Bill 2013 which has been introduced in the Parliament, said Press release issued by its chief spokesperson Kulamani Deo.
Mentioning that the provisions of Chapter IVB under the Wildlife Protection Act, inserted in 2006, provides for voluntary relocation of human settlements from within the Tiger Reserve, it has proposed similar provisions for voluntary relocation for human settlements from within Wildlife Sanctuaries, National Parks, Conservation Reserves, etc. to also be introduced where the relocates are compensated under the National Relief and Rehabilitation Policy at enhanced rates.
It further proposed to strengthen laws including the Forest Conservation Act 1980, Wildlife Protection Act 1972, Environment Protection Act 1986, Biodiversity Act 2002 and the Scheduled Tribes and Other Traditional Dwellers Forests Land Rights Act 2006 with an objective for conservation of biodiversity.
Notably, the committee recently visited the State to discuss with the State Government officials in this regard.
