The Himachal government is changing laws to make environment norms stringent for real estate developers, forcing them to take care of concerns of the local ecology and residents. Any real estate developer found fleecing the home allottees will face jail term up to three months and be liable for fine of Rs 5 to 10 lakh. Any delay or failure to provide basic amenities including roads, footpaths, sewerage facility and drinking water supply will also empower the state agencies to invoke stringent legal actions against the developer. These are some of the proposals under consideration of the state government for bringing sweeping changes in the Himachal Pradesh Apartment and Property Regulation Act 2005, enacted during the Congress rule. A cabinet sub-committee headed by Revenue Minister Gulab Singh Thakur held a meeting and approved significant changes in the law.
