The Environmental Protection Agency is about to release a study calling for tougher auto-emission controls by 2004. A draft of the study calls for better ways to clean up exhaust from diesel engines, light trucks and sport-utility vehicles. Improved catalytic convertors and other exhaust-cleansing devices are technologically feasible and would add as much as $161 to a vehicle's cost, the study states.
