South Korean carmakers have reached provisional agreement with the European Commission on a voluntary scheme to cut pollution, a South Korean diplomat said yesterday. This paves the way for European Union environment ministers to rubber stamp agreements with both Japan and South Korea on reducing carbon dioxide emissions from cars later this month, if they feel the deal is equivalent to similar undertakings by European constructors.
