The European Union is inching towards agreement with Japanese carmakers on a voluntary scheme to cut pollution, a European Commission spokesman said on Monday. Japanese manufacturers have until October to agree to reduce carbon dioxide emissions from new cars in line with undertakings given last year by European companies and a framework accord reached with the Korea Automobile Manufacturers' Association.
