For the second consecutive day on Tuesday, no new private car was registered with the public vehicles department (PVD) in Calcutta because car manufacturers had failed to submit Euro I norm compliance certificates to the government. Euro I norms came into effect from November 1 in the Calcutta Municipal Area under a directive issued by the state environment department soon after the elections.
