The European Union has announced new compulsory fuel and vehicle emission specifications for 2000, and even tighter norms for 2005, in a bid to help Europe's traffic-clogged cities breathe more easily. The so-called "Auto-Oil" package calls for reductions in the amount of sulphur and benzene in motor fuels, a phase-out of leaded petrol by 2000 and better vehicle engine technology.
