It was around 11a.m. in the morning that the Forest and Wildlife Department of the Delhi government, acting on a tip-off, raided a jhuggi in Seelampur in east Delhi where 216 rose-ringed parakeets, 50 spotted mynahs and 206 blackheaded mynahs were held captive in four cages. But the raiding party could not manage to arrest the owner of that jhuggi, Ms Ram Dei, who is accused of keeping these rare birds in captivity.
