The Environment Ministry in Costa Rica March 9 gave its final stamp of approval to its new forestry plan, intensifying the firestorm of controversy that had broken out just days earlier, after the government confiscated the trunks of more than 260 trees that had allegedly been illegally cut on the Osa Peninsula.
