Forest Program In Peril

One of the central pillars of the Costa Rican government's environmental policy was badly shaken recently, when the Finance Ministry ordered a freeze on the incentives paid to landowners to preserve their forests. A mix-up caused by a change in the government's accounting rules has jeopardized the Environmental Service Payments program that came into effect with the new Forestry Law of 1996.
