Forest Rights Act: Time-bound implementation underway

Bhopal, Feb 18: The time-bound implementation of Scheduled Tribes and Other Traditional Forest Dwellers (Recognition to Forest Rights) Act 2006 and Rule 2007 is underway with full intensity in Madhya Pradesh. The state government has sanctioned Rs eight crore 60 lakh so that the Act can be implemented within the deadline without any hindrance. Commissioner Tribal Development has been made the budget controller of this amount sanctioned from emergency fund. The government has also issued instructions for spending this amount under various heads for the implementation of the Act. A state-level monitoring committee has been constituted which would be headed by the Chief Secretary. Notification has been issued in this connection. It may be mentioned that Union Tribal Affairs Ministry Secretary Gautam Buddh Mukherjee during his Bhopal visit recently reviewed the progress of implementation of the Act and praised the steps taken by the state government in this connection. The state government has estimated that the implementation of the Act would cost about Rs 23 crore. Therefore, it has sanctioned Rs eight crore 60 lakh as advance against the time-bound implementation. As many as 75 thousand copies of the Act and Rule has been printed and sent to all the district headquarters so that no one is deprived from getting information about the Act. Training programmes on large scale were also organised in the state for effective implementation. At all the development block levels master trainers imparted training to nodal officers. These nodal officers would remain present at the village committee meetings to be held from time to time and would give detailed information to members of Gram Sabhas about Forest Rights Act. The process of forming committee for implementation of Forest Rights Act at the sub-divisional level is under progress. This committee would be chaired by Sub-divisional Officer Revenue. Collectors have been asked to send names of three Janpad members of the committee to be nominated by District Panchayat. Panel have been received from some districts. Detail plan of work has been chalked out for training to the members of Forest Rights Committees and sub-division and district level committees. These training programmes would be completed in April. Detailed programme has been chalked out for wide publicity through pamphlets, banners, hoardings, newspapers, radio and Doordarshan. A cell is also being constituted at state headquarters to deal with possible problems that might crop up during the field implementation. This cell would comprise experts from Law, Forest and Revenue departments.
