Forest users organised a protest march against the bill prepared by Nepal's Ministry of Forest to amend the Forest Act, 2049 BS. Under the existing laws, any national forest can be turned into community forest, but if the proposed forest bill becomes an act, forests in inner Madhesh, which are bigger than 50 hectares, will be named as "chakla ban" and they will remain under the jurisdiction of the forest administration.
