The French consortium has refused to commission the 30.4 mw Jagran hydro-electric project in AJK, Pakistan without clearance of liabilities and payment of Rs 73 million, it is reliably learnt. Sources said that the AJK Hydro Electric Board had contacted the headquarters of the consortium in Paris for early commissioning of the project but it has not replied.
