A major culprit is the decline of forests, which covered 40 percent of Ethiopia a century ago. Today the figure is less than 4 percent. Deforestation has turned much fertile crop and pasture land into dust bowls. Such were conditons in 1983-1984, when failed harvests triggered the great famine.
