Pushing ahead with its urban reforms, the Urban Development Ministry is planning to link release of central assistance for infrastructure development of cities and towns under 'Mega City Scheme' (MCS) and 'Integrated Development of Small and Medium Towns' for undertaking of reforms by states and Urban Local Bodies (ULBs). Initiated by the minister in charge, Ghulam Nabi Azad, this change is being proposed afresh, as part of the Union Government's decision to review these two schemes which did not cover the need of infrastructure development of cities with the population of more than five lakhs and less than 40 lakhs as per the 1990-91 Census.
