The failure of elected representatives of the Guwahati Municipal Corporation to make the maximum of the ambitious Jawaharlal Nehru National Urban Renewal Mission plan of the Central Government stands as a glaring example of negligence of public work. Though the JNNURM has provisions for Community Participation Fund (CPF) facilitating many benefiting projects for the common people, very little has been done by the councillors, always crying for funds to carry public work, to tap the existing resources under the mission. Only two Guwahati-based projects have been approved by the Ministry of Urban Development for community participation till now, whereas only six projects have been submitted yet, since the inception of the mission in 2005. More interesting is the fact that all the projects, submitted and approved, are only from ward No 37, which prepared a detailed report of the civic problems. "Councillors, busy making uproars when their position is in danger in the corporation, retreat to their shell, when it comes to performing their particular duties. As people's representatives in the corporation, it was their duty to organise the NGOs and community organisation and make a DPR of their respective areas and use the government fund for development,' said knowledgeable sources within the corporation.
